No tooltips - Why?

I tried everything, but I got not the usefull tooltips at the browser.
I change the registry settings manualy as described in a earlier posting, but nothing changed.
At the other Programs i.e. ACDSee toolltips works.
What is the problem. Have anybody a idea.
I used Win XP Home Serv. Pack 1
