thumbnails for one user and not other

on one user I get thumbnails displayed correctly
on another user there are no thumbnails - and for that user the
pulldown menu items for optomise and delete thumbnail database are greyed out. both users have admin priv.
to fix it i tried running install seperately for second user, and manually deleting the thumbs database and recreating it.
With no success.
